First interim report of the monitoring programme on the abuse of administrative resources as well as campaign finance in the electoral districts of Kvemo Kartli, Kakheti and Samtskhe-Javakehti regions with the compact settlement of ethnic minorities
The long-term observers of the PMMG carry out the monitoring of abuse of adminsitrative resources for election purposes, as well as campaign finance, in the constituences with high density of ethnic minority population, namely in the Ninotsminda-Akhalkalaki #46, Adigeni-Akhaltsikhe #44, Borjomi-Aspindza-Akhalkalaki #45 (Samtskhe-Javakheti region), Marneuli #35 and #36, Bolnisi-Dmanisi-Tsalka #34, Gardabani #31, Gardabani-Tetritskaro #32 (Kvemo Kartli rgion) and Sagarejo #23 (Kakheti region) Election Districts.
In the reporting period (from 8 August to 18 september), the long-term observers of the PMMG revealed: a) 9 facts of alleged use of enforcement admnistrative resources; b) 2 facts of abuse of enforcement admnistrative resources; c)1 fact of alleged use of financial administrative resources; d) 10 facts of abuse of institutional administrative resources; e) 2 fact of alleged use of institutional administrative resources.
A suggestive tendency was revealed in the course of the monitoring programme manifesting in a considerable increase of the local self-government budgets of Sagarejo, Ninotsminda, Gardabani, Adigeni, Akhalkalaki and Akhaltsikhe municipalities in 2016 as compared to the previous 2015. Apart from this, in 2016 expenses on infrastructure and social care projects have grown compared to 2015. In this context, a considerable increase of expenses was registered in Sagarejo (only on infrastructure projects), Gardabani, Akhalkalaki and Akhaltsikhe municipalities.
